BHI Bookkeeping and others were flooded in 2003 at Rancho and Gowan.

      This flood in  August of 2007 cost my wife and myself around $100,000. It also cost our employees and ourselves huge amount of time. We did not cause this flood problem. This flood was not an act of GOD. This flood was an act of mismanagement by our state and local governments.

         More than four years after the Rancho and Gowan flood of August  2003, I called the Clark County Regional Flood Control department to find out what construction had been completed to help stop a recurring flood at this same location. An engineer/land developer that works for this department named Abi Mayrena spoke to me. Abi Mayrena told me on October 2, 2007 that not much had been done 4 year later to stop a recurring flood at Rancho and Gowan.             Unbelievable!!!!!

       In 2004, I spoke with a high level manager at the County Building in the flood control department. He had a large office with very expensive office equipment. He showed me on the latest color copy that this area was 10 years from completion of construction that could help stop Rancho and Gowan from flooding. I was also told that about 2' of water flowed down Gowan between two detention basins  because the Nevada Department of Transportation would not allow a diversion in the road to make the 2' of water go into the detention  basins. These Gowan detention basins were not even close to filled to capacity

       Collins as a newly elected Clark County Commissioner told me that this flood was an act of God and that the he would not push to speed up ways help stop this flood from happening again. Collins told me if you do not like it, sue the County.

         Collins is quoted in LVRJ 2/24/03 "Assembly Bill 31, which would give Lincoln County $136,000 to improve the fairgrounds in Panaca, is his most important bill of the session. In five terms, Lincoln County is the only place I've requested money for." 

      If Collins was really interested in solving problems such as flood control in Clark County, why would he only request money from the Nevada Legislature for Lincoln County? 

     As Clark County Commissioner, Collins could have tried to cut the costs of construction or overhead to get more projects completed ahead of time. Did he? Did Collins get Developers to pay for their flood control so that money could be used for existing flood problem areas? Does Collins really care about small businesses or residents? Or does Collins care more about his Union and developer supporters?
