Frank Frazzetta blew the whistle on safety concerns at the Harrah's and Rio in August 2006. Six months later a county inspector visited the properties and closed the case the same day. It was not until the Review Journal began asking questions in September 2007 that the county formally reopened the investigation. November 6, 2007 the county voted for a $50,000 audit of the building division to assess the efficiency of their investigator procedures and the handling of the complaint by Frazzetta.
Collins said "I'll support this (Audit) because I know we've been doing our job and doing it well. I don't want to have a study, but if it makes people feel good then go ahead and do it." How does Collins know that the county employees are doing their job and doing it well? Has he been on the job with them? Does Collins have experience as an inspector? Why would Collins vote to spend $50,000 on an audit that he does not want just to make people feel good? Shouldn't Collins try to save money when he can since there is a budget crunch?
Collins said "I think our county folks did a good job, the staff did a good job and the inspectors did a good job. It was (Development Services Director) Ron Lynn who got us in there, not the RJ stories." How could Collins think that the LVRJ story did not prompt Clark County to act when seven months had gone by since the inspector had closed the case? How could all of these employees do such a good job? Are there any large workforces in which all employees do a good job? Is it just very easy to please Collins? Is this the kind of Commissioner we need?
